Intelligence Services Council 

The work of the Intelligence Services’ Council on Conditions of Service (ISC), established in terms of Act 65 of 2002, is dedicated to optimalising our most important asset – our human resources. 

The Council conducts continuous research towards developing effective and competitive working conditions for members as they are recruited and receive multi-skill training and development, commensurate benefits, career options and eventually retirement benefits.  

The Council recently oversaw the establishment of a new staff association and is in the process of establishing a united Veterans’ Association for former members. 

The Council was established following a study of foreign intelligence services and best practice in human resource management and development. 

The Intelligence Services Act of 2002 makes provision for the establishment of the ISC.  New regulations on human resource development and management, including a restraint on trade by former members were published on August 22, 2003.
